A bitter UPA alliance - A BJP gain

A bitter Congress and Left relations on atomic deal may bring trifle,difficulties in formation of post alliance after ensuing General elections.CPI(M) was today not impressed by Prime Minister Manmohan Singh's assurance that the government would come to Parliament before operationalising the Indo-US nuclear deal and said its stand on the issue remains unchanged. "There is nothing new (in the Prime Minister's assurance). (But) our politburo stand is very clear," CPI(M) General Secretary Prakash Karat told reporters soon after Singh made the remarks.More bitterness in UPA allies by pushing the atomic deal to IAEA and NSG is cause of concern in long term political fall out.Atomic deal appears the best of deal one can think of but the coalition partner needs some clarifications before deal is tabled to International agencies.Congress weighing the subject finds in position to execute the deal and left call a day,Coming general elections if left gets more seats than its present tally then forming alliance with congress may be at unease.Coalition which is an order of the day will further complicate in forming next alliance.



Left,SP,TDP if emerge stronger with other sub groups then formation of coalition could be an uphill task of this atomic bitterness.But the adage goes on A bird in the hand is worth two in bushes.PM eagerness to strike a deal without taking its allies in confidence calling it a paramount importance to take nation forward.New permutation with BSP withdrawing support,Samajwadi party General Secretary Amar Singh says that the atomic deal will be looked from its  recent perspective and further added that the party shall take the final decesion.General secretary said no one from congress has offcialy communicated on subject of draft 123 agreement.

Prime Minister Singh told senior journalists here that he was only seeking a nod to go to IAEA and NSG and after all processes are completed, he would come back to Parliament to get its approval before operationalising the agreement.

"The PM has said there is nothing new in the Left stand, we are saying there is nothing new in PM's stand," CPI(M) politburo member Sitram Yechury said reacting to Singh's comments.

He said the Prime Minister has time and again given statements about coming back to Parliament after completing the processes like signing safeguards agreement with IAEA, getting waiver from NSG and endorsement by the US Congress.

"But at that time, it will be more difficult to stop the agreement. They will say the whole world is in favour of the deal," Yechury said.

 Congress with its major partner left groups unable to reach consensus will defintely give BJP a win  situation in coming General elections and their coalition will form better pre election alliance thus consolidating their position. Congress on other hands losing their bigger partner  its friend turning  foe in election, the  contest in  pre and post election alliance giving chances of its coalition to split  vote of two UPA splinter group falling in  group of NDA or Third front a colossal loss of coming to power for congress.

Party leader Amar Singh met External Affairs Minister Pranab Mukherjee on the I23 civil nuclear deal here on Monday night.Meeting between Leaders of two major syndicate of UPA held at the residence of Mr. Mukherjee, explained salient features of the deal, to Mr Amar Singh and the steps India would
have to take in the coming weeks to push it through.

Mr Amar Singh intended to do business with the Congress and said
in interview to private news channel that Sonia is National leader and in politics there are no permanent enemies and friends.Where as In Lucknow,on Monday June 30 when the nation run with the stand-off on the nuclear deal between the UPA and Left culminating into an events snap polls,the Lok Sabha election, Samajwadi Party chief Mulayam Singh Yadav appealed his partymen gear-up for the polls which could be announced any time.

“There is a political crisis at the Centre. You all should be prepared for the Lok Sabha polls, which can be announced anytime,” he said, addressing a meeting of district presidents and secretaries at the party headquarters here.

SP chief Mulayam Singh remarks assume significance as the SP with 39 MPs could play a crucial role in saving both the nuclear deal and the UPA government if the Left parties withdraw support.

Mayawati’s BSP with 17 MPs parted ways with the UPA on 21 June with TSP and the Congress further gets beating a jolt in Jammu and Kashmir by pull out of PDP its coalition partner.CM has to prove his majority on July 07,2008 on the floor of house directed The Governor J & K. Mr N N Vohra.

SP President Mulayam Singh said that SP has King maker role in formation of the next government at the Centre he feels a hung parliament with in the coming general election.

On the atomic deal Congress spokesperson said it is against taking the next step in ‘haste on frenzy’, it is conscious of the time constraint. The party has given an in-principle clearance for the next step. Party official said that next step will be taken only after the Samajwadi Party gets on board.

Congress strategy as planned, will call on July 04 the Congress working committeee meet empoweing the PM to go ahead with atomic deal,which he is likley to assure US President Mr George Bush during his visit to Tokyo G 8 Summit.India will go the board of governors of IAEA for the safegurads agreement, the same will be notified with the IAEA secretariat by July 15. With the approval for the agreement from the IAEA board of governors, next step will be taken to the NSG.,Where on members totaling forty five of the NSG must agree to lift restrictions on nuclear trade with India.

On July 04Four left parties are to meet to finalise the ways to divorce the UPA and its future strategy to go to General lections with pre poll and post poll aragments of fragmented or agglomerate UNPA is next stage coalition partners.

India government plans deal reaches the US Congress by September-end
though the nuclear deal has bipartisan support in the present US Congress, but with no guarantee of the new Congress to emerge after elections to hold the deal puts Indian government to act in schedule to get Indo US nuclear deal to get through.

Congress leadership in line with agreement the PM’s schedule to work out the numbers game after the UNPA meeting on July 3. On July 01 couple of days before the meeting, Pranab meet Amar Singh explaing about the nuclear agreement.

Congress chief bet with SP’s support alone can avert a crisis with the SPon negotiation table is willing to play ball with the Congress, to weigh its gain the loss it has its absence in UNPA.SP leaders can get stuck with techinicality of the atomic deal if they find themselves in piquant situation for coming General election in which they feel the ultimate gainer.Party which hold UP state on its grip and can muster more than 40 lawmakers has definetly a bigger role to play in the formation of next government.SP needs to weigh the two opporunities to its best to is likely to achieve considerable mileage due to this hung deal in which left and Congress draw a bigger frame for their parties.

SP with next chunk of lawmakers come little late on National scene but how much national importance his party interest it gains.Their politial goodwill will hold them help more margins for their advantage in coming election to this giant party from UP state to assume national significance.

Samajwadi Party leader Amar Singh on Monday night held talks with External Affairs Minister Pranab Mukherjee on the Indo-US nuclear deal in the wake of the standoff between the UPA government and Left parties that began a fortnight ago.During the meeting, held at the residence of Mukherjee in New Delhi, Amar Singh is reported to have been briefed about the deal and the steps India would have to take in the coming weeks.The meeting between the two leaders came soon after the Samajwadi leaders sent signals that they were not averse to aligning with the UPA over the issue.
Prime Minister Manmohan Singh has meanwhile played down the threat by the Left parties to withdraw support to the government.He said that the UPA government should be given the authority to go through all stages of negotiations on the Indo-US nuclear deal and assured left leaders that once negotiations are over; government will come to Parliament before operationalising the deal.The Prime Minister expressed the hope that the government could still work out an arrangement taking into account all concerns including that of the Left parties. He added that there is nothing new in the Left’s stand.
